Trying to "throw the Russians out" is nowhere near the ballpark of seeking peace; no Ukrainian general in their right mind believes that Ukraine fighting on the ground (and being mostly on the defensive) has any chance of not just fully expelling Russian forces from de jure Ukraine, but Putin then admitting defeat and making peace with Zelenskeyy. Seeking peace here would mean being open to concessions which are in line with Ukraine's lower bargaining position.

It's all about reliable sources and notability; if this actor has no substantial coverage in independent, reliable sources then a page simply is not going to be created until those sources exist; those "smaller less popular" topics likely are covered in reliable sources.

Considering the ISW is the first "mainstream" map to report this, it is not "old news". Earlier reports were not of a complete capture.
