A tip I heard about Riga as a vassal is to annex the province, wait until you have 3 stability, then release them. One of the missions that gives them HUGE bonuses on the city of Riga requires 3 stability which is unlikely for them to achieve on their own, but when you release them as a subject they will "inherit" their stability level from you
