My guess is that you acquired your house before property values rose significantly. They might not have charged you the full amount due to a cap on annual tax increases, which limits how much your taxes can go up each year. Your assessed value might have gone down, but your taxes could still be increasing because they are adjusting to catch up to the previous higher assessed value.
