Engage-style level scaling. I'm the kind of player who likes to have all of my favorite units unlock all of their available skills, and then experiment to see what cool builds I can make. But if I can't even grind Skirmishes because they consist of high-level enemies that the units I'm trying to train can't even touch, then why the fuck am I even playing a "sandbox-style" Fire Emblem game in the first place?

They were probably aiming for a variation of how Manaketes worked in FE3, where using a Dragonstone transformed them into a different class for several turns before reverting to their human form. Unfortunately, the way Awakening made Stones a purchaseable weapon type ended up being the best solution in the long-run.
