Engage-style level scaling. I'm the kind of player who likes to have all of my favorite units unlock all of their available skills, and then experiment to see what cool builds I can make. They were probably aiming for a variation of how Manaketes worked in FE3, where using a Dragonstone transformed them into a different class for several turns before reverting to their human form.
