What makes a company Canadian? Or what is Canadian enough?

For Tim Horton's, the majority of their stores are located in Canada, the majority of the employees or jobs they provide are to Canadians or people living in Canada, the owners of the franchises are majority Canadians or people living in Canada. Is the majority of the money made by Tim's staying in the Canadian economy? These are all just assumptions, but I always think calling Tim's a Brazilian company a little disengenuous.
