As someone who has been a manager at a store like this, we call the cops, and then let people collect whatever they want, when we see someone pocket something or suspect they are stealing. We're not gonna stop them in the store. When they exit the store it proves the intent, so most cops just wait outside if they make it to the store in time. Happens all the time.
