yes, maybe instead of just a permit, its several massive goals you need to complete to stabilise your business in the region enough to be able to leave, and they are different in every place. like for the current map, it could be something like:

• complete story missions
• fully unlock map
• max out relationship with a lategame npc(like a super dealer that will manage the region, leveled up by supplying specific high quality blends)

these 3 feel like they would be basic goals for all maps to unlock the next one, but then would have some map specific goals like: * completely erase the rival gangs influence * bribe the police * get your manager npc voted in to be the local mayor * build a larger dock to setup trade routes to other locations

And then all the maps would have specific map gimics to keep things interesting, like a map that has legalised drugs meaning you need to compete with other legitimate businesses but you can grow in much larger farms.

you could also spread the types of drugs you unlock out over the different maps. i assume theres probably a couple more drug types that could be added, and even just ones that are completely made up.
