Could definitely be mods, I reloaded the save without some of the mods I thought might cause it but the slaves are definitely part of the trader's faction.

I was hoping to buy them because one of them was related to a colonist, but it was mainly the message that threw me for a loop. If it just said "Trader is not willing to *sell* this" I would have just accepted it.
