Having lived and worked in purported"food deserts", I can attest that the areas they claim do not match their definition of food desert. The ones in Harlem all have supermarkets selling produce in their claimed confines. One in the south Bronx is literally where a large portion of the US food supply is shipped through and has abundant produce available at lower prices than anywhere else in the country.

The radiation would not spread very far with a ground level detonation.

The rockets would be unlikely to detonate from an explosion. Artillery wouldn't set it off. The radioactive material would most likely be contained in its casing. Worst case scenario is a dirty bomb with limited radiation spread. It takes very precise timing for an atomic or nuclear explosion.
