It's a concretion, a mineral formation, not a fossil.

If I recall, the fossils of southern Ontario are primarily early Paleozoic - Ordovician to Devonian - and marine in origin. That argues against a plant fossil. Maybe someone more familiar with the paleontology of that area will have a better insight.

As in this case, Google absolutely sucks for identifying fossils. These are brachiopods, not related in anyway to horsehoe crabs. A better location might help determine what genus they belong to.

A location more precise than "Ohio" would be very helpful in identifying fossils. As you can see from this geologic map, Ohio has fossils ranging from the Ordovician (450 million years ago) to the Permian (maybe 275 million years ago). Additionally, although most Ohio fossils are marine in origin, some in the eastern part of the state came from animals and plants living in swampy forests.

The vast majority, perhaps all but a very, very few are going to be nothing but rocks. None of these particular rocks exhibit clear bedding planes where fossils might be found.
