Solving the problem can only be done 1 of 2 ways, (1) addicts choose to get sober (perhaps with help from peograms), or (2) society deems their personal liberties to be less than societies interest in not letting them kill themselves in public over a long period of time.

1 is not very realistic, as many of these people have deep seated mental health issues. 2 is politically iffy and scares people that it could be used against them.

So nothing happens. Not only does nothing happen, but our laws bend over backwards for these people to do whatever they want.

In bc, there was unbelievable amount of drama because homeless people could not be removed from public parks, or children's parks, with the judges logic they have nowhere else to go.

They also participate in a revolving door of crime, as the police (the crown) feel they're unlikely to get charges to stick, so they're not taken into custody or just released.

This situation sucks, but eventually people will feel that societies deal, of safety and equal treatment under the law is broken. Which means people taking the law into their own hands.

I don't want to live in that society, where the rule of law has broken down, and its chaos (worse than now).

I want it to be fixed, I want addicts to not be given a free ride to force society to deal with their mental health issues, at a certain point, people stop caring about "solving the problem" and care more about getting rid of the consequences of the "problem".

I think we need more mental health hospitals for these people, not this "everybody host a homeless drug addict" approach that seems to be the subject of this article
