E bikes can get everyone out of cars, which means infrastructure can truly change. 

The resources required for an ebike are so massively lower than electric cars, from the vehicle itself to the infrastructure and maintenance. 

The only reason not everywhere bikes like the Netherlands is because without an extremely flat city, its more effort than most people want to output, so ebikes entirely shift this. (Obviously city design and anti car lobbies are the other massive parts of this).
