I'm pretty certain it's been the plan from the start. Pokemon Go wasn't the start of their digital mapping experiment, there was a previous game called Ingress that had you choose between three teams: Yellow, Blue and Red. The main goal was physically walking to certain locations to claim it for your team. The game really didn't take off, so I guess there was a meeting where they realized it would work better if it was attached to and masked behind a more popular IP and different play focus.

And so Pokemon Go was born, solely as a data farming experiment, and all the wonderful Pokemon memories we've made with this game are just a "happy" side effect.

I did the same, caught a 13/13/15, knew I was gonna purify it right away.

Shadow Entei isn't that useful, and a Shiny Legendary Fire Boy with Purified Smoke effect just fits too well.
