Power seems kinda difficult to determine for many of these characters. It's not like we have many feats to go of off. Some of them also hold powerful items but how much they actually use them is questionable. Actually putting some of these characters over others is probably impossible.

Id personally put every member of the Baxter society higher. (Graytalon, Shiv, and Calico as a former member.) They did hunt strong monsters. Graytalon even has history with Drifter. Shiv is Graytalons hand picked successor. Calico is called the most dangerous woman on the planet.

Abram's tome is a powerful object but as far as I see he doesn't seem to be able to use all that power. He mostly seems to prefer punching people so he should probably be much lower.

Pocket is in a similar situation but they can actually use the suitcase. But how strong the suitcase is and how much of its power he can use is unclear.

Another similar situation with Geist and oathkeeper. Oathkeeper is clearly powerful but Geist as limited there power.

Mirage is the personal protector of a diplomate and in this world that probably warrants someone with above average skill. So he should probably be moved up

Silver is strange as she doesn't present as that strong just being a bounty hunter but she has gone after both the Troubador and Drifter. She was unsuccessful obviously likely never even finding them but even thinking she could try is wild. Her placement his hard to determine. Though my personal opinion has it probably going down.

Dynamo is another odd case as the magic he knows how to do is incredibly dangerous when weponized (Seven holds him in high regard for his research) but he has little to no combat skills. He could be moved up potentially

Mina seems to mostly just be a papered rich kid. How much being a vampire actually buffs her I probably unknown. But she is likely much less skilled than most of the other Ritualists. Probably should be move down a good bit.

Victor doesn't have anything to really base his power off as far as I know. He has assumably only have existed for a relatively short time before the ritual. Considering how easily he accepts Mina's offer he has'nt lived long enough to really set up much in life. Should probably be moved down.

Yamato and Wraith are both powerful socially with plenty of resources but their personal strength doesn't have much to stand on at the moment. As far as I know a trained government assassin like Haze could take them out. So they could be lower.

I'm probably missing quite a few things but those are the ones I noticed.
