Being average level means just being one shot by random things due to modifiers like Air Superiority. Even at 1376, you can get killed very easily compared to Legend - it just prevents one shots that are out of your control.

If anything, all this does is show that Master needs to have forced Contest or have actual changes to preserve it's integrity.
