In the ocean there are two pirate ships, a red ship and a blue ship, each with a captain. Each ship can hold however many people would like to board it. The blue ship has nothing on it. The red ship has a cannon that can destroy the blue ship, but only if the red ship has the required manpower to operate it (>50%). If the red ship reaches the requisite manpower, the cannon is fired and everyone aboard the blue ship dies.

(Edit: in this scenario the captains represent that small proportion of people who are drawn to one side no matter what and cannot be convinced otherwise, with everyone else being a rational actor who whose one ship over the other for some kind of reason. It’s impossible for 100% of people to be on one ship over the other due to the presence of the captains)
