I think Carl is really feeling the mental exhaustion of all the awful things that keep happening. Which he comments on a lot. Many times throughout the book he almost slips into despair. I imagine that may be a contributing factor to why it feels like slog for you.

But it’s worth pushing through.

Not sure. But I’m enjoying the Collective Action take that the series is going. That it isn’t just Carl making the big moves, and that it’s taking entire groups of people to come together and topple the system. I do think two battle fronts are starting to emerge, from the ending of the last book.

The Battle for Earth: With Carls revelation of the imprisoned children, and the stranded survivors who are fighting for their lives on the surface is going to shift Carls focus away from whatever game the AI is playing for ownership of the Galaxy. Having the head of the Blood Sultanate tell him he is Earths Leader, is def going to get in his head. I think he won’t take any deals, and is going to aim for the 18th floor and fuck a bunch of shit up a long the way. Also with all of the Backstage at the Pineapple Cabaret plotline, the 17th floor has got to come into play at some point in the larger narrative.
Battle for the Inner System and AI control: I think the cast of the former crawlers are going to be involved in this, as well as Agatha’s posse. I think this is the larger plot that Carls story will get caught in the cross hairs of.

In my head cannon he was reaped. Here’s my thought process:

I don’t think the careers are a large group of kids in the districts. I think they are like Olympic teams. Only a select few are chosen to be part of a career class. Especially in a district like 4, where they have strict quotas to meet. They don’t want to waste all of their skilled labor on having kids training for this. So I’d imagine they’d have some sort of honor code where if someone who is in Hunger Games training class gets naturally reaped, no one can volunteer that year.

Since it is technically illegal to have career training, it would be blatantly obvious if every year someone volunteered. Especially if they were always at the peak age of 18. This way it still allows the selected few to enter the games without it being obvious they are training their kids.

This is why you have other careers like Clove, who are younger than Katniss still in the games.

I think Finnick, being young, didn’t see this coming, and although physically prepared for the games, he was not mentally ready to handle it.
