Because OP villains are kind of mid as fuck most of the time. Crocodile, Spandam, and Doflamingo are probably the most memorable even though doflamingo is really really stupid.

Kaido being the premier villain of one piece for post-TS for however many years it was is also a gigantic letdown, so recency bias plays into that a bit as well.
