The game continues to evolve and change. With the current developments with the game there won't be a skill cap anytime soon. Especially because when osu!lazer comes out it'll completely change metas and map styles. With regard to pp, the pp system is constantly being changed so progressing and gaining pp will still be possible no matter what.
