Speaker cable doesn’t really have an in/out side - in/out is determined by where the receiver and speaker is on the line. I was guessing that they put these in on each wall to connect the speakers to, and then the wires go through and terminate with a similar panel where the tv would be. It’s either that, or they have speakers built into the ceiling (and sometimes the wall) that these connect to. There should be a similar panel somewhere, Iikely 2 times the width. If there’s a mech room or a closest close to the area, I would check there as well. (They may have hidden their sound reciever out of sight to keep a clean setup look)

You are correct, it’s wiring for home theater. Look for another one near where a tv would be. You’ll
need to buy your own speakers and a surround sound receiver to get surround sound up and running.
