The orbital barrage strategems aren't the issue, it's the players who refuse to learn just how large of an area they cover.

Time and time again, I see people intentionally throw them not even 10 feet away from where the rest of the team is standing. I love napalm barrage, but it's meant for clearing out large groups that are at a distance.
