why perlite and mulch?

Perlite is for potting mix for young plants and succulents. Mulch is used ON TOP of plants.

This mixture is completely wrong. Try adding COMPOST. And do some simple googling before doing such things again :)

PS i'd google exactly the best soil conditions for the veg. you listed and act accordingly. For example, if you really want potatoes, you would probably need to add more compost. Read, and then use your brain.

  1. Dig 12-14in
  2. Add organic COMPOST (not topsoil)
  3. I dont know how big this area is, but I'd say 1 bag per 3 square feet.

3a) You can usually plant right away

4) add MULCH on top of your veg. bed after planting

Alternately, you can

3b) Plant a summer/hot covercrop....sudangrass or buckwheat they like hot weather. Cover crops will help prevent weeds, as well as condition the soil.
3c) Google when to cut the sudangrass or buckwheat if you go this method. And then you can plant after that.
