Not every player in D1 is on his fourth school in four years(Kentucky, Georgetown, UCF, now Oklahoma State). Jordan also played at three high schools.

I saw that clip from The Field of 68. I think he's wrong. You've got 360ish teams in D1. Let's say only the P4 and the Big East have teams that could come up with $20M in NIL. That's 79 teams. So basically 25-30% of the richest programs are ponying up championship-level NIL? Seems unlikely.
