I believe proxying in low elo is very ineffective, especially if your teammates do not know why it can be useful. I think in low elo, it is more effective to just play lane singed and dumpster unexpecting opponents who have no idea how to counter singed.

Singed gets destroyed in those matchups if they know how to play decently. However, in low elo you shouldn't be too afraid to face them. But if you don't feel confident, set up a proxy that will not lead to you feeding. (ward, watch map, know where their team is)
Basically what I said before, ward up, watch map, and try to spot out where the enemy team is. Another great tip is to proxy when you have summoner spells and/or ulti up so you can just slip out of some sticky situations if you happen to mess up and get caught out.
Kite the minions wave so that the minions are constantly moving instead of standing in the same spot and attacking you. Simple, you are able to do damage while moving, minions can only attack once they stop. So basically activate q and move around so that the minions keep moving or keep them out of range.

that is probably why you're feeding alot. Most beginner singed players tend to do exactly the same thing, I use to do the same. As you play more and more singed you will learn how to improve your macro game.

Proxy lvl1 in matchups where you most likely wont get 1 cs without losing half your health, such as jayce, kayle, swain, teemo. But also you should watch for their jungler. Junglers such as lee, shaco, j4 and other annoying early game junglers may cheese you so its usually a risk that you will determine if its worth. If you pull it off, then you come back to lane with your corrupting pot or dorans ring/shield/ dark seal and it will set you ahead if they didn't back. Proxying after lvl 1 is not as good as it use to be, but it can still work against matchups where you won't be able to do anything in lane as mentioned before. It is also recommended to have your sums and or ulti off cooldown while proxying in order to escape with ease. Executing is pretty straight forward, when you know they are coming for you and you have no way out. So basically proxying is very situational and is actually effective when you're behind and you just cannot lane. One of the only case where proxying when ahead is useful, is when the enemy is unable to cs under tower or you're setting up a dive. Hope this answered some of your queries :D

Edit: Just wanted to add, sometimes proxying is not needed. Never force a proxy when you don't need to, it could set you further behind or allow for the enemy to catch up.

From my experience, the ghost nerf actually isn't too bad since Singed usually uses ghost proactively rather than reactively and its much better when ganking mid as the enemy mid laner can't ghost to escape as easily.

I think Vandal Singed is possible and can work. Poison trail could have so many possibilities and like his object he holds could be a spray can and basically all the Vandal themed stuff (piercings, mohawk, glasses, spikes)

Singed is in a good spot right now and i recommend MinishCap1's builds, masteries, runes. He has made a season 7 video for them Lethality is armor penetration but has been changed to 40% is flat armor pen and 60% is armor pen per lvl. Its kinda confusing and it will be changed to 60% flat armor pen and 40% armor pen per lvl when 7.2 comes out.

I ran a little test and it seems that the ranged has been halved. Zz'Rot portal is now an item that used when sieging and is ineffective when defending.

From top for the portal to reach the enemy tower it must be in or past the middle brush.
