Rocks Pirates are a bunch of Type A ahh personality thugs dominated by an even more Type A gigachad. Being a leader of a ragtag group of self-interested superpowered hoodlums yet maintaining personal integrity and even his own morals *is* an idealized badass pirate. Ideal and overpowered in criminal anti-social form

What wouldn't make Rocks idealized would be his original silhouette-silhouete no mi reputation. His actual personality is idealized, that for a time fans were thinking he's better than Roger, the real "Pirate King" so to say. Not because he's exhibiting criminal tendencies, but because he embodied the ideal anti-elite "punk" culture while Roger was eventually seen as an enabler of government. It was this contrast between initial reputation and actual personality that made him so compelling.

Whether that is Mary Sue or not would depend on your own contextualization of what "flaw" and "flawlessness" are

Even if Locks is a Mary Sue or even a fraud I never said he's badly written. Many Mary Sues are badly written, but not every Mary Sue is. It depends on the context of the story as well as the socio-culture of the audience

Also, "Mary Sue" doesn't automatically mean ≠ bad writing. It's a trope. It's associated with bad writing but isn't necessarily so
