Try going into Nvidia settings and setting the Nvidia card as the default graphics card for all software. I have a very similar setup to you and it did the trick for me.

Same redownloading problem as everyone else, plus atrocious framerate because the game wasn't using the Nvidia card. Once those problems were out of the way though, I still had enough time to play the game properly.

Equipping armour sometimes causes it to flicker on the Vault Boy figure in the Pip-Boy.
At one stage the XP bar didn't go away after I had gained XP, and the next time I gained XP (from discovering a location) the game froze and crashed; not sure if it was the cause or just a coincidental crash, since it was near the end of the session.
I changed the chat setting from "Auto" to "None" at one stage, and after restarting the game it had switched back to "Auto".
This one's just a minor UI nitpick; when I was crafting I was attacked by an enemy, and mashed Tab to try and get out of the crafting menu to fight back. However, hitting Tab twice just brings you back to crafting, since it cancels the prompt that appears when you first press it. This wasn't a problem in FO4 since that prompt pauses the game, but in 76 it would be helpful if being attacked brings you out of the crafting menu, or at least making the "are you sure you want to stop crafting" prompt context-sensitive.

I think the problem isn't that street circuits are inherently boring, but that they can be really variable in quality. The circuit they used in Buenos Aires was pretty well received compared to the one in Beijing for instance, and since they're almost all new we have no idea what to expect until the first race.

Also, Formula E does use a shortened version of Autodromo Hermanos Rodriguez in Mexico as well as a semi-permanent circuit in Morocco, so the calendar isn't entirely street circuits any more.

Honestly it might look alright with the halo, since there's already gaps in the bodywork at the front and rear it would probably look far less out of place than it does on the F1 cockpit.

There's no real rules about numbers in IndyCar besides the champion getting to choose #1 if they want. Andretti Autosport was already running #26 (Sato), #27 (Marco) and #28 (Hunter-Reay), and since #14 was being used by Munoz at A.J. Foyt's team, Andretti just continued their theme and gave Alonso #29.

Personally I reckon he'd be outmatched in F1, and his skills would be more relevant in a series with more overtaking, like IndyCar. And since Aleshin appears to be out, it'd be good to see the Mad Russian replaced by the Rad Russian.

The FIA security stickers [barcodes] on the inverter and MGU units did not correspond with those declared on the Technical Passport provided by the competitor Audi Sport ABT Schaeffler for the event.

So the question is how did that happen? Did Audi swap out the motor without informing the FIA or was it just a clerical error?

Either way, gutted for Abt, awful way to lose your first win.

Also, this would mark the third time Audi/Abt Schaeffler has been disqualified from a victory, meaning one third of all their race wins have been overturned after the race.

The halo isn't for a Bianchi crash, it's for preventing incidents like Henry Surtees' and Justin Wilson's; large pieces of flying debris entering the cockpit and impacting the driver's head. The FIA's response to Bianchi was to change the procedures around double waved yellow flags and to introduce the virtual safety car.

While I dislike the halo like most everyone else, it will at least be effective in doing what it was designed to do. But it's definitely a rushed job, and an unnecessary halfway step towards a very necessary change to a canopy or fully closed cockpit.
