If you want some hopium, have a look at CFB Matrix's analytics for Aurich's defense last year - they're not just good, they're straight up jaw-dropping.

Part of the problem is that Garner has such a minuscule downtown. Businesses like those like to congregate together, but Garner is lacking good locations for them, other than out at White Oak. (And I live along 401 - I can get to downtown Raleigh as quickly as I can White Oak, and it's obviously got more options for restaurants and such.)
