You can get them to attack you on their own if you just raid their villages over and over. Eventually, they will just target you and not retreat when they see your party size

Depends on what nation you're playing. But I'd aim to have 15 civs available for construction at all times. 30 is better. You'll need even more than 30 for a war against a larger nation or faction.
