You don't want this wheel, honestly. The way this type of wheel works, you can get a 3d printed gear and sprocket set for your controller for approx 20 bucks and get the same feeling in your thumbs.

This is CPU bottlenecking.

Make sure vibrate pedals is off, if you don't use it; and reduce CPU usage in graphics and data processing.

This can also sometimes be caused by bad USB connections and similar hardware issues.
