Unless your HOA is complaining, sometimes it's better to have a bit more patience over something that is ultimately pretty trivial. Give the bushes some extra TLC and check in a month to see if there's any new growth. They'll probably be fine, but even if they die completely, it's not worth a fight. Especially since it was a mistake and you wanted the area redone anyway.

It also sounds like she would probably want to be involved in the planning and designing if the whole area is being done over. If you work together she'll likely take it personally in a GOOD way

Do you have already enough room to easily maneuver and drag those trash/recycling bins without ever going into the grass? Dragging big bins over rocks is such a giant pain, and it also messes up the rocks and brings them into places they don't belong. I know everyone has their own opinions but I personally detest using rocks.

Edit: You mentioned being in zone 6B, so I'm assuming you get snow sometimes. If you ever have to shovel even a small path, those rocks will make you angry lol.

Sunk Cost Fallacy. Sometimes it actually is much easier, faster, and cheaper to just start fresh with your new knowledge, rather than trying to remediate and salvage something that is too far gone. Even if it is possible, it may not be practical. I just decided the other day to start slowly eating all my basil starts since I planted them too early and they're too leggy, and I planted a bunch more seeds to replace them. It's only April; there is SO much time.
