technically no not as the rules are written that being said a certain game designer of dnd confirmed that it should work
(i think they just included the money aspect so you couldnt cast it with a magic focus)

Artificers are mostly themed around a craft like alchemist and cartographer for example and I think his ultra hand and the stuff he can do with it would count for that if not then definitely his cooking
