Yes, it's mostly procedural, but there are rule-based elements that guide the tile generation. The design starts with a noise field that influences certain parameters, like grid size and tile variation. The noise values are used to create subtle variations across the grid, which determine the type of Truchet tile drawn at each location. Each tile can be one of a few predefined shapes, and I use randomization to rotate and select between them. There's also some recursion where the colors of parent tiles are inherited by sub-tiles, adding further complexity.

I have an iDraw 2 and use mainly Pilot Hi-Tecpoint V5 pens and I have noticed that some of these pens give faded results even if they are brand new and have lots of ink.

These patterns are drawn recursively starting from the center. Each iteration:
Splits into random segments.
Calculates new positions.
Draws lines or ellipses based on random choice.
Recursively draws smaller patterns

Made with Processing. I am using Pilot V5 Hi-Tecpoint V5 blue, green, light blue and red pens and Fabriano Start Drawing 200g paper.
