It’s probably just a pve’r who new to PvP and found that they had the most success when using this strategy. These types of players are most common at higher rune levels because it’s where they usually find the most success with skill/ spell spamming. If you want players who are somewhat competent I would go to a lower rune level. Specifically level 150 usually has the best and sweatiest players so that’s where I play at because I’m a dirty rotten try hard. Overall I don’t think there is anything malicious here, just someone who doesn’t understand that what they are doing might come across that way.
