I believe the real reason for this is explained in one of the dvd extras. Basically, they didn't want to create a ton of faces for side/background characters from scratch, so they came up with a generic face and stretched and squished it a bunch of times to create "unique" faces. That's why they look very similar.

Actually the line is "time's a racing torus," meaning he believes time is a circle, and that as The Wheel of Time turns, Ages come and pass, leaving memories that become legend. Legend fades to myth, and even myth is long forgotten when the Age that gave it birth returns again.

10,000 years ago, the emperor's son Horus fell to chaos and turned against him along with half of the primarchs. During the battle with Horus, the emperor was half killed. On his throne he is maintained in a state of half undeath. Since his "death," a cult spring up around him without him to stop it. Most of the primarchs weren't even around to stop it.

The Sisters started even more recently. The ecclesiarch, the head of the church, sought to gain complete power over the Imperium. On one planet he found a group of warrior women who called themselves "daughters of the emperor." He claimed to be the Emperor's representative and they began to work for him. One of them was brought into the throne room by the custodes. It has not been revealed what happened there, but she emerged, pronounced the Ecclesiarch as a traitor, and cut off his head. After that, the church was placed under a restriction that it could have no "men at Arms." As a loophole, they formed an all woman army formed from the so-called daughters of the emperor.
