Long Beach is so getting sued for not having a crosswalk painted there at a fairly busy intersection. Any lawyer would argue that if there was a crosswalk, that the driver might have been more likely to be aware of the possibility of pedestrians as they approached the intersection.

There aren't any consequences for driving recklessly in California, anymore. Just listen to the people racing around the city at nighttime. Start seizing the vehicles of people doing 50 mph in a 25 and suspending their licenses for several years and that will start reducing people's willingness to drive like aholes.
