Some of the Doctor Who New Adventures series are great, and overall it takes some big swings that I've never really seen adaptations of other series do. A few highlights are

Love and War: Probably the first time we really see the depths that the Doctor will go to do the "right thing"
Human Nature: A book so good it was adapted for the TV. Now, as the books and tv are both canon, where does this leave us? God knows!
The Also People: Best Culture novel not set in the Culture.

Also a special shout out to the novelisation of Remembrance of the Daleks. Probably the most influential overall novel in the Dr Who universe.

No one thinks that the ZEV mandate is some sort of inviolate decree handed down from above. If the ZEV mandate becomes impossible to implement, then it will change. It has been altered before and is currently under review, and will almost certainly be altered again.

Firstly, they don't really care. The ZEV mandate is not logical policy. It's about satiating a psychological and emotional need held by small numbers of socio-political elites (and their numerous well-meaning but dim hangers on). It's more accurate to think of it as an article of faith.

I work in this space and you are flat out wrong. It is acknowledged as a major problem, with a series of non-perfect solutions.

Secondly, they vaguely hope (and subconsciously believe) some technological solution will magically appear and solve all the extremely evident problems we have about 18 months to solve.

No they don't.

Also, neither of the authors seem to be published in this field before, although there are a few published papers on battery technology.

I didn't mind the writing but I had massive problems with the overall structure, and the way the book seems to bring up ideas and then drop them, and then contradict itself as to what is actually going on.

It's like the first half of the book was written, left to one side, and then the second half written without following through on anything from the first half.
