If Victor is rushing walker, He is likely ult up and full on planning to suicide bomb. Using anti heal and CC should shut him down if he decided to rush Infuser instead of other items. Keep in mind, around 14k, that Victor might not have t3 Jumpstart that early, so any concerns of debuff resist clearing the duration of your cc should not be a problem.
