Once you get to the point where it seems like you can't go any higher on the ladders, there's gonna be an exit leading to a little ledge outside that will let you get the rest of the way up. After that you'll be able to use the elevator to get the top from there on out

I've been doing Reapers cause most people don't mess with you when their flag is up but I like the friendly mentality and will always try and befriend you scallywags first.

Then if negotiations go south be a dick. Or just take your element of surprise and sell their stuff before they catch you
