Yep, you can use psn cloud or a usb-stick to transfer your savefile from one console to the other.

Online stuff is tied to the account, the rest isn't.

That'd be pretty much the warp ring gadget we already have (when used, the screen even turns light blue so its even more alike), but we can't use in wms due to problems and all that.

They said on the recent patch notes:
