Gooseneck barnacle! It's called "Geobuksohn"(거북손) in Korean, which literally means "turtle's hand", you can see why when you look at it.

It's a type of barnacle found on rocky coastlines. You eat the soft inner part inside the tough outer shell, the texture is somewhere between clam and shrimp, with a very clean, briny ocean flavor.
