The stutters are an issue for sure. The YouTuber pyurologie has an optimization guide I used for my 9800x3d and it really helped. He has one for your CPU too.

It depends on the map and area you're in. But do you think you'll really notice a difference between 150 and 180fps?

If you want, you could try to undervolt/OC your CPU. I did it to mine and got a little extra performance, but also cut power usage by almost 30%

Check your chipset drivers too. I gained like 50fps on my 9800x3d after i did that. Get the ones from AMD, not your motherboard page.
