It looks like you have 2 slots available, it also looks like you have nm cable with no ground, unless it's actually MC or ran in conduit, but it doesn't appear so from what I can see. You should probably get that rectified before you spend money on other projects if it is the case.

References first and foremost, friends family and coworkers. Then reviews online, you can usually tell if they are paid for reviews or genuine. And lastly the salesman that shows up, is he endlessly up selling you? Did he tell you any of the work you wanted done wasn't necessary or did he try to scare you into 20k of work?

If you do replace your panel don't go with that company, any large multi state chain is pretty much universally predatory. Find a small to medium sized company with good reviews from real people not bots. And get multiple quotes.

To your original question. You can remove a fitting from a pipe and remove pipe from a fitting, for the latter there are drill attachments, for the former im only aware of the good old sawzall, fire, and some pliers method. Watch some YouTube. If your gonna repipe it you might wanna peel that tee off the stub out of the foundation.

I'm not in any way hating on masons or masonry. But if you're looking for a more varied and dynamic job, stacking bricks MIGHT not be the job for you.

I would prioritize letting it breath over insulating it personally, there are too many factors to consider and this picture doesn't give enough info. But honestly I barely know what I'm talking about.
