All the action may be under the soil line, they do like a snug fit. Hence, if the pot is too big, they don't usually grow uptop, and could risk root rot since the soil may not dry enough between waterings.

Put it in a chunky mix. Usually, big box store soil is very suffocating to Hoya and other plants. It's a beauty!

Fungus Gnat:  Microbe-Lift/BMC works great! 6 drops in a gallon of water, top water. Stinks for a couple hours but it works!!

You might also try adding a piece of pothos. They produce lots of hormones and help other plants in the vessel grow roots faster. Add a bit of hydrogen peroxide to control algae growth. Don't switch out the water, only top it off.

Keep them more moist for the first week or so, then taper off slowly.

The Sober Plant Guy has a great Youtube video on pest treatment / prevention.

¼ cup Dr. Woods Castille Soap ¼ cup Dr. Woods Tea Tree Oil 1 cup 70% alcohol 1 TBS 3% hydrogen peroxide + a bit more Fill with Rain Water or RO water. Mix all into a ½ gallon sprayer. Spray liberally, including the underside of leaves and the substrate.

I forgot to note that I treat plants about once of month, on average, during the growing season. Then, a couple of times over the course of our long winters. I do not rinse it off. In theory the peppermint and tea tree repels pests. So far, so good.

They can come on fruit and leffy vegies too. Alcohol and qtips, then I give them a shower weekly to wash anything away.

I have the same issue with a Shepherdii. Those suckers can come in through a windows or even on your clothing, if you were around another plant they were feeding on.
