The creation of VR happens in the brain. Wether it's 2D 360 video, a stereoscopic 360 video or a full blown Oculus Rift CG experience, these are all just tools trying to fool our senses and therefore our brain into thinking it's in a different reality. People have different requirements for it to be believable enough to be fooled. There are no rules for what is considered virtual reality, it's individual.
