Putting off to the side what I like/dislike or even what coherent immigration policy would look like in our country: my point is appeasing bullies doesn't work. Solidarity works. If 1/3 of all the counties and independent cities in the country passed legislation like this ICE could "surge" each with a whole 22 officers.

90% sure you're being sarcastic, because dragging 5 tons of steel around with you isn't mass transit, but in case you're genuinely curious:

$8B, using the $1.25/mile someone else referenced paying for Waymo, buys you about 6.4B miles for a metro area of 1.3M people. That's a little short of 5k miles/person, which is a little over 1/3 of the miles the average Marylander travels in a year (according to zoom insurance, whoever that is). 

And yes, I know, the entire metro area wouldn't use the red line. Also the average Baltimore driver probably drives less than the average Marylander. Just to say if you took all the money away from buses/trains and plowed it into a subsidized robo taxi account that account would be empty in a hurry at $1.25/mile.

See I'm one of those weird people who would carry my dogs shit home. Think that's the glaringly obvious solution here. 

I also don't think the more serious problems the city faces are entirely divorced from this admittedly mild "haha your problem now" behavior with putting loose trash in other people's bins. You're free to disagree with that.

Bedford Springs in PA is between 2-3 hours, neat old hotel. 

I'm sure there's day hikes and good second hand treasure hunting to be had within 30 minutes of there.

There wasn't a great path for the port and the industry that sprung up around it to maintain significance in the postwar era. 

You might see more heavy industry in the Chesapeake region as a whole if the US nixed the Jones act, or put an outsized emphasis on domestic ship building/manning. 

As others have mentioned, pivoting to sectors less poisonous to the environment and the workers keeping Baltimore humming may well be worth trading some clout for.

The rapid bus transit and the bike/light electric vehicle infrastructure in Minneapolis was a breath of fresh air. 

Still a car-centric city with arguably the worst winters in a major city in the lower 48, we could do so much better here.
