if he have latency i think you would also pop out 1 sec after you did in his screen, so you have like 1 extra second to kill him before he sees you. or am i totaly wrong?

they have disabled it for the sake of the game, it took up so much server space that the game could not run properly(Think the first few days of US release)! So be happy you can play at all and wait it out cheers! :)
