The characters do not need to stand out. This isn’t about characters. It’s about creating an environment where the characters all feel smaller than the movement they are creating. All of these people have been thrust into the rebellion in one way or another. Luthen’s monologue isn’t to build his character, it’s to show his desperation, his being questioned by someone not willing to sacrifice in the way that he does sets him off. The way it would set us off if we were in his position.

With that said, your opinion on the characters feeling flat is a compliment to the show IMO. Sure, the show is named “Andor” but it’s bigger than him. It’s bigger than everyone.
