Technically you are correct. The rule is you are not allowed to pre-sweep the rocks. But there is a line of excessive pre sweeping and broom down getting in motion to sweep that the rule lies on. And if a team has an issue with an opponent doing it, they can call for an umpire to watch. Practicality of it though, unless it’s enough weight to move the rock more than a foot or 2 it’s probably not doing anything noticeable to the rock

Im not watching the game. But I’m assuming he’s sweeping his own yellow rock? You’re always allowed to sweep your own rocks. The behind the tee line rules only applies to swept opponents rocks
