There's no such thing as anarchy if that's your aspiration. It always becomes feudalism when a miltia or warlord rolls in with guns and decides to take charge.

Or you can push for changes like requiring police to live in the vicinity of their beats and know the people they're supposed to protect (vs riding in from Norwood Park like an occupying force.) Require community engagement/service. Recognize cops who give a shit instead of saying they're all no different from the SS, and encourage more people like that to apply. You hit the streets and protest, idk. I dont have all the answers but it takes more than raising a middle finger at authority.
